PAT testing (portable appliance testing) checks that plug-in electrical items are safe to use. It’s one of the most common questions landlords ask, because the rules aren’t as clear-cut as the gas safety certificate or the EICR.
⚖️ What the Law Says in 2026
| Type of let | PAT testing required? |
|---|---|
| Private landlord (single let) | No specific requirement — but supplied appliances must be safe |
| Social landlord | Yes — supplied equipment checked at least every 5 years |
| HMO | Shared appliances must be kept safe; often a licence condition |
| Tenant’s own appliances | Tenant’s responsibility |
The EICR you need every 5 years covers the fixed wiring — sockets, lights, consumer unit — not the appliances you plug in. So a satisfactory EICR doesn’t tell you the kettle, microwave or washing machine you supplied is safe.
If you provide an appliance and it injures a tenant, you need to be able to show you took reasonable care. A dated PAT record listing each item is simple, low-cost evidence of that.
🔌 Which Appliances Should Be Tested?
Anything electrical that you provide with the property, for example:
- Kettles, toasters, microwaves
- Fridges, freezers, washing machines, tumble dryers, dishwashers
- Vacuum cleaners, irons, lamps, heaters, fans
- Extension leads you supply
Items the tenant brings with them aren’t your responsibility.
📅 How Often Should Landlords PAT Test?
There’s no single legal interval for private landlords. Industry guidance (the IET Code of Practice for in-service inspection and testing) bases it on the type of equipment and how it’s used. A practical approach for rented homes:
| Situation | Our recommendation |
|---|---|
| New tenancy in a furnished let | Test before the tenant moves in |
| Furnished let, long tenancy | Every 1–2 years |
| HMO / shared kitchen appliances | Every year, or as your licence requires |
| Social housing | At least every 5 years (legal minimum) |
| Any appliance damaged or repaired | Check before it’s used again |
🔧 What Happens During a PAT Test
- Visual check of the plug, cable and casing for damage, burns or loose parts — this finds most faults.
- Electrical tests with a PAT tester (for example earth continuity and insulation resistance, depending on the type of appliance).
- Labels on each item showing pass or fail and the test date.
- A record listing every appliance and the result — keep it with your other safety certificates.
A failed item should be taken out of use and repaired or replaced. Most homes take well under an hour.
